WorldNetCE is the Pocket PC version of one of the best English dictionaries: WordNet. Developed by the Cognitive Science Laboratory of the University of Princeton, it is based on theories of how human memory functions relative to the lexicon. Thus, nouns, verbs, adjectives and adverbs are sorted based on their meaning (grouped by synonyms). There is a small button (noun when it is for a noun) that lets you access those extensions when you have read the definition.
It is an excellent dictionary that includes both American English and British English. Searches are easy but unfortunately the dictionary is very big (35MB).
The .Net Compact Framework is required to make it work (which is already in ROM on Windows Mobile 2003).

Excellent dictionary program! It is kept up to date and the author is always improving it, making it the best dictionary! The WordNet dictionary itself is quite good despite its large size, but with storage cards being extremely cheap nowdays it is well worth it. The search function is very fast and its wildcard searches are perfect for crosswords and the like. Also includes a Scrabble solver. Near perfect!

After wading through page after page of extravagant claims about WordNet CE on a site that is not mobile friendly, two licensing agreements -- one for the database and one for the software -- plus some really complicated installation instructions, I finally managed to download the two files, which used well over twenty megabytes of space on my SD Card. I could not install them, however, because they required a PC connection.
So here's what I learned from this huge waste of time: MDict, which I already have, is a better dictionary application, because it can be installed right on the mobile device, and supports not only the same WordNet dictionary database, but other databases, as well. Besides, everything can be conveniently downloaded from a single web page. Kudos to Rayman Zhang for MDict!
As for WordNet CE, I give that a grade of C -- for Crap.
