Here it is: we have our "Outliner". That's one of these programs that allow you to organize your notes, drawings and more in a hierarchical structure, using a tree view.
You can create as many folders and subfolders as you like, and store notes (TXT), drawings (BMP), sound files (WAV) and links to any file on your Pocket PC. Tap&Hold is supported, and there's absolutely no problem about usability and ergonomics. The only minor deficiency is that the icons of the tree view can't be transformed to checkboxes, which would allow to use the program to manage your tasks as well.
Apart from that, all I can say is: PERFECT, and this free program plays well with or even above the level of similar commercial products out there. In the new version you can create links to Pocket Outlook tasks, a search function has been added and also the use of filters. If only there was a desktop version of it and it would support Drag&Drop, ADB Idea Library would get a straight 10. Really.
Update v1.14: Besides the changing notes which is now possible, not direct task management but a link to Pocket Outlook and the ability to reconstruct a broken link. Version 1.14 also adds filters and a Find function.
Update: the Pocket PC program hasn't changed, but I understand the author is developing a companion program for the PC. A beta version is available.

There IS a desktop version avaliable at the website which also includes a newer (beta) version for the PPC, they work together pretty good. One can have several databases open on the PC and sync them individually with the ones on the PPC. I have assigned it a hardware button on my Axim, and use it daily. One less reason to consider going back to Palm Pilot.

I would give it a 10 too, the only bug I can see that when I type big Z, it will mark the whole phrase. (on tosh. e450)
But thats not worth to lament.

Very nice :D just three thing that i dont like:
*when you made a note, drawing or sketch etc. you have to close the editting screen by tapping the close button at the bottom which forces you to move 5 centimeters more instead of just pressing the OK button in on the taskbar
* if you tappad a atached task as completed in the task screen it will directly be removed from your database
* single tap doesnt open a file, you have to double tap.
but still a 9/10

It's too bad that this program hasn't seen an update in a very long time. I was using it back in 2004, but I needed more powerful features. I was always hoping to see an update so I could go back to using it. I would also love to see an updated release of the desktop beta.

gr8 reviews! i use i-mate ppc2003 phone ed. it installs well but i cant open any database...am i missing something?

Seems quite good from the reviews. Will try it out. Hopefully it can fill the void of a good project management software.

If you want good project management software, then look at http://www.twiddlebit.com/pocketplan.htm Its not freeware but it is affordable, and is proper project management software (inc. Gantt charts, resources etc)

It is the best List Manager Program ever seen.
The Unique embded file function make it unbeatable.

synchronization with desktop version doesn't work. Am I missing something?

This is perfect except :
Drawing function is not very good.
Clicking/double clicking functions are overall not very user friendly.
Could have had a function to embed contacts database and built-in-calendar
Sound recording function should support mp3 files.
Archives or listings in on DB are not transferable or copy-pastable to another

There is an option to create a "ToDo item". If you do, the todo item's icon is a checkbox (File->Add->ToDo item...).
Excellent usefull program. I agree with emuelle1. It would be great if there will be a newer version.

I had it for 2 years installed, yes its the best outliner, but with about 300 entrys it slows down a lot... So I changed to Tombo, which uses simple text-files, and its very fast-
