This is a competitor to Nf pencil. It was created to run on win ce 2 but is totally compatible with win ce 3.
It doesn't have an easy interface, in spite of the few options. The most astonishing thing in this program is the original idea based on tracing: 3 layers more precisely with a palette of tracing tools. Therefore, in order to get access to some tools you need to move from one layer to the next.
In any case there are sufficient options to express yourself as you wish.

The current version of this is v0.20. It hasn't been updated in a while, but the source code is available should someone want to try their hand at updating it :) Agreed, the UI is a little difficult to use, but overall it's a nifty app that does a good job of blending colors and gives some textures too in a way unlike anything else for CE. The cool thing about switching layers is it remembers the pen attributes for each layer. You can also load a BMP and use it as a pen tip. Great for less than 100K of actual space required.

Addition: See also: jzPaint v1.6. Version 1.6 is a _completely_different_ paint program with tools and an interface that you're probably a little more accustomed to. It has select, copy, cut, paste, shapes, will load custom brushes, etc.. So if you run across v1.6, get it too!
