TKCreater is a nice little utility that allows you to create or modify themes for Pocket PC (from Pocket PC 2002 on). Of course, it isn't as powerful a tool as the programs made for the purpose, but at least it will allow you to change the colour of text and bars, and to change the images that appear as wallpaper or menu backgrounds.
Perfectly compatible with Theme King, a program by the same author, allowing the juggling of installed themes, it has the merit of using the PNG format, so dear to fans of open formats.
Update: Note that version 2.0.1 lets you manage Pocket PC themes including the PNG image format, letting you have themes that take up less memory. As far as improvements go, there is also an optimisation for Windows Mobile 2003 for Pocket PC that lets you change the text colour of the Start menu. More powerful than ever, this program is bit large for an interface, but certainly more complete than similar products on the PC or PPC. Start using it now!

This is an excellent theme creator. It gives the ability to set transparency on the image, mostly useful on the Start Menu for PocketPC 2002 devices, which don't support setting the menu text color. I built several very nice themes with this utility. Recommended.

They've screwed with the link on the page, if you try to download tkcreater it takes you TK Themes King Plus which is not free. You'll have to hunt around on the Web for a good copy of the program.
