SuperWaba Virtual Machine is not a software you could immediately use to do something, so maybe it's not of a big interest for the public. It is a virtual machine for Java, which enables your Pocket PC to run programs developed for this platform.
Bad comparison, but maybe you can imagine it a little bit like the Macromedia Flash plugin, which allows you to run flash animations, or like the PocketC runtime from Orbworks.
If you find interesting software that uses the JAVA SuperWaba libraries, it's this tool that you will have to install. No need to get the SDK (Software Development Kit) unless you want to develop software on your own.

SuperWaba apparently lets you run Java programs on your PPC. There is a similar freeware app called Ewe Virtual Machine (www.ewesoft.com), which I did successfully install on my PPC. Java programs are "platform independent" so once an application is written in Java, it can run on any device capable of running a Java Virtual Machine (ie A Java Translator) such as SuperWaba.

SuperWaba is not Java -- it is a subset of Java. You can't run full Java applets, but only those compiled for SuperWaba.
I was able to install it on my Ipaq's main memory, but something breaks when installed on a Storage Card. In any case, I could not find any SuperWaba programs to test with this -- while there are plenty compiled for Palm, no one is doing likewise for Pocket PC.
You'd do better to stick with real Java and get the almost-free IBM J9 runtime.
P.S. Ewe is also not Java, but only a subset of it.
